The Commissioners Court of Williamson County, Texas will meet in regular session in the Commissioners Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:

Hear County Auditor concerning invoices, bills, Quick Check Report, wire transfers and electronic payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.

42. Discuss, consider and take appropriate action on a Supplemental Agreement 3 to Agreement for Design and Engineering Services, dated November 2, 2021, between Johnston, LLC and Williamson County for the Justice Complex Master Plan (4324) in the amount of $45,050.

(TexHealth) approving continuation of participation in the small employer premium support program and designating TexHealth as the entity to operate the program in order to provide basic health plans at an affordable price for small Williamson County employers and their employees in order to improve access to healthcare on a regional basis [Texas Health & Safety Code Section 75.052(a)(2) & (b)]. The original agreement was approved on October 24, 2017, and an amendment is required to extend the program until October 24, 2027.

71. Discuss, consider and take appropriate action on an American Rescue Plan Act (ARPA) subrecipient agreement with Bluebonnet Trails Community Services for private psychiatric bed expansion.

72. Discuss, consider and take appropriate action on an American Rescue Plan Act (ARPA) subrecipient agreement with Bluebonnet Trails Community Services for withdrawal management (Detox) services.

73. Discuss, consider and take appropriate action on converting Williamson County Veterans Treatment Court and DWI/Drug Court positions to general fund when grant funding sources are no longer available.

Discuss, consider and take appropriate action on approving Agreement #2023227 between Williamson County and The Healthy Dispatcher, LLC. to provide training classes for Williamson County 911 Communications department in the not-to-exceed amount of $15,000.00, exempting the purchase from the competitive bidding requirements for said service established by Section 262.024 (a)(4) [a personal service] of the Texas Local Government Code Discretionary Exemptions and authorizing execution of the agreement.

85. Discuss, consider, and take appropriate action on approving the purchase of a Kubota SVL75-3HWC Track Loader for the Parks Department from Ewald Kubota, Inc., in the amount of $63,441.94 pursuant to Sourcewell Co-op Contract #031121-KBA.

Discuss, consider and take appropriate action on approving Quotation #2023233 for the purchase of Express Votes maintenance and license fees from Election Systems and Software, LLC for the Williamson County Elections Department, in the amount of $258,158.25, and exempting Election Systems and Software, LLC from competitive bidding requirements per Texas Local Government Code Section 262.024(a)(7)(D) [discretionary exemption for captive replacement parts or components for equipment].

Discuss, consider and take appropriate action to create a dedicated, partially grant-funded detective position, allowing the Williamson County Sheriff's Office to participate in the Heart of Texas Auto Theft Task Force (HOTATTF), subject to receipt of the grant funding and approval of the HOTATTF Interlocal Agreement by the Commissioners Court at a later date.

88. Discuss, consider and take appropriate action on approving purchase of eight (8) 2023 Dodge Chargers from Donalson CDJR for the Williamson County Sheriff's Office, in the amount of $316,235.28, per TIPS contract #210907.
