The Commissioners Court of Williamson County, Texas will meet in regular session in the Commissioners Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:

NOTICE TO THE PUBLIC WILLIAMSON COUNTY COMMISSIONERS COURT November 17, 2020 9:30 A.M.

1. Review and approval of minutes.

3. Public Comment Period. The Commissioners Court will conduct a Public Comment Period to allow members of the public to address the Court regarding matters pertaining to or affecting Williamson County but that do not appear as an Agenda Item on a meeting’s Agenda. During such Public Comment Period, speakers shall be limited to a maximum of two (2) minutes to make his/her remarks and the maximum overall discussion time allowed for the Public Comment Period, regardless of the number of members of the public wishing to address the Court during such period, shall be limited to ten (10) minutes. Speaking time, to the extent possible, will be evenly allocated among speakers should more than five (5) speakers desire to speak during the Public Comment Period. Please note that the members of the Court may not comment at the meeting about matters that are not on the agenda.

CONSENT AGENDA The Consent Agenda includes non-controversial and routine items that the Court may act on with one single vote. The Judge or a Commissioner may pull any item from the consent agenda in order that the court discuss and act upon it individually as part of the Regular Agenda. ( Items 4 – 50 )

4. Discuss, consider and take appropriate action on a line item transfer for vehicle insurance for multiple county departments.

5. Discuss, consider and take appropriate action on a line item transfer for Elections and EMS.

6. Discuss, consider and take appropriate action on authorizing the disposal of various county assets through Sale to Insurance of two (2) Chevy Tahoes and one (1) Ford Explorer, pursuant to Tx. Local Gov’t Code 263.152.

7. Discuss, consider and take appropriate action on approving compensation changes, position titles changes, position grade changes and any corresponding line item transfers.

8. Discuss, consider and take appropriate action to approve Justice of the Peace, Pct. 3, October 2020 Monthly Report in compliance with Code of Criminal Procedure § 103.005.

9. Discuss, consider, and take appropriate action to approve the County Attorney October 2020 Monthly Report in compliance with Code of Criminal Procedure 103.005.

10. Discuss, consider, and take appropriate action on approving the addendum between Idemia Identity & Security and Williamson County for Annual Help Desk Maintenance Services to support the operations of the Williamson County Attorney's Office, and authorizing the execution of the agreement.

11. Discuss, consider, and take appropriate action on revising an agreement previously approved on November 3, 2020, under Agenda Item #24, between TransUnion Risk and Alternative Data Solutions, Inc. (TRADS) and Williamson County for a customized search and locate tool for law enforcement agents in the amount of $100.00 per month and authorizing the execution of the revised agreement.

12. Discuss, consider and take appropriate action on authorizing the extension of the Westlaw Patron Access for Williamson County Law Library with West Publishing Corporation, a Thomson Reuters business, for a 36-month term commencing January 2021 for $318.27 per month through September 2021, and applying a 3% increase for each fiscal year remaining on the 36-month term, with terms and conditions as defined in CO-OP #DIR-LGL-CALIR-02 (TXMS).

13. Discuss, consider and take appropriate action on a Consent to Assignment Agreement wherein Evins Personnel Consultants, Inc. d/b/a Evins Temporaries is assigning and transferring to Evins Group LLC d/b/a/ Evins Temporaries all of its interest, rights and obligations in and to the contract for Payroll Services for Existing Temporary Labor for Elections (RFP 1612-131), which was awarded on April 18, 2017.

14. Discuss, consider and take appropriate action on approving the lease with Sharp Electronics Corp. for one (1) Sharp MX-6071 digital copier for the Williamson County Human Resources Department, in the amount of $239.21 per month, pursuant to DIR Contract #DIR-CPO-4433.

15. Discuss, consider, and take appropriate action on approving the price quotation from GT Distributors, Inc. for EMS staff uniforms in the amount of $56,400.00 pursuant to BuyBoard Contract #603-20 and authorizing the purchase.

16. Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Brycomm, LLC to provide and trenching and underground conduit install at Cedar Park South Radio Tower Shelter in the amount of $9,992.33 per the terms of DIR Contract #DIR-TSO-3698 and authorizing execution of the agreement. Funding Source: P529.

17. Discuss, consider and take appropriate action on the purchase of nine (9) APX6000 700/800 Model 3.5 Portable (PSE Radios) from Motorola in the total amount of $50,531.76 as per DIR Contract #DIR-TSO-4101.

18. Discuss consider and take appropriate action on approving the service agreement between Williamson County and Austin Generator Service to provide the annual preventative service to the emergency backup generators at the Radio Tower locations in the amount of $9,000.00 and authorizing the execution of the service agreement.

19. Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Charter Communications Operating, LLC/Spectrum to provide the move of service from EMS Medic Station #14, 1991 Rawhide to 221 Sundance Parkway, exempting the item from competitive bidding requirements as per Texas Local Govt. Code Discretionary Exemption 262.024(a)(7)(C) and authorizing execution of the agreement.

20. Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Data Projections, Inc. to provide and integrate new AV equipment and existing AV equipment for Williamson County Justice of Peace Center Courtrooms in the amount of $30,977.96, per the terms of TIPS Contract #171001 and authorizing execution of the agreement.

21. Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Data Projections, Inc. to provide and integrate new AV equipment and existing AV equipment for Williamson County Georgetown Annex in the amount of $28,208.82, per the terms of TIPS Contract #171001 and authorizing execution of the agreement.

22. Discuss, consider and take appropriate action on approving the service contract between Williamson County and Technology for Education LLC d/b/a TFE Connect to add TEAMS functionality to the Williamson County Georgetown Historic Courthouse in the amount of $11,712.00 pursuant to the terms of TIPS Contract #200105 and authorizing execution of the agreement.

23. Discuss, consider and take appropriate action on approving the service contract between Williamson County and Technology for Education LLC d/b/a TFE Connect for the installation of additional camera system at the Williamson County Georgetown Historic Courthouse in the amount of $2,915.00 pursuant to the terms of TIPS Contract #200105 and authorizing execution of the agreement.

24. Discuss, consider and take appropriate action on approving the service contract between Williamson County and Technology for Education LLC d/b/a TFE to provide the service of Phase 1 Install Control System in the amount of $42,533.00 and Phase 2 Install Cable Encoder System in the amount of $12,190.00 at the Williamson County - ESOC in the total amount of $54,723.00 pursuant to the terms of TIPS Contract #200105 and authorizing execution of the agreement. Funding source is 418P

25. Discuss, consider and take appropriate action on approving the service contract between Williamson County and Technology for Education LLC d/b/a TFE Connect to add teams kit install at the three (3) Williamson County EMS departments, two (2) IT departments and Commissioner Precinct 3 in the amount of $5,831.00 pursuant to the terms of TIPS Contract #200105 and authorizing execution of the agreement.

26. Discuss, consider and take appropriate action on authorizing the extension of Vending Services Contract 1709-189, renewal option period 3, for the same pricing, terms and conditions, for the term of December 5, 2020 – December 4, 2021, with Mcliff Coffee and Vending.

27. Discuss, consider, and take appropriate action on accepting a report on the Williamson River Ranch Park (P315); Prime Construction Change Order #9 in the amount of $7,348.05. This change order is being funded by owner’s contingency from within the original project budget.

28. Discuss, consider, and take appropriate action on accepting a report on the Williamson County Inner Loop Annex Project (P434); Vaughn Construction Change Order #26 in the amount of $2,444.00. This change order is being funded by owner’s contingency from within the original project budget.

29. Discuss, consider, and take appropriate action on accepting a report on the Williamson County Inner Loop Annex Project (P434); Vaughn Construction Change Order #27 in the amount of $3,940.00. This change order is being funded by owner’s contingency from within the original project budget.

30. Discuss, consider, and take appropriate action on accepting a report on the Williamson County Inner Loop Annex Project (P434); Vaughn Construction Change Order #28 in the amount of $535.00. This change order is being funded by owner’s contingency from within the original project budget.

35. Discuss, consider and take appropriate action on approving the appointment of Williamson County Facilities Project Manager, Tom Stanfield, with general authority to approve invoices and change orders for the contract with HCS, Inc. in relation to the Williamson County Justice Center Remodel Project, P515 for any increase or decrease in cost of $30,000.00 or less in accordance with Section 262.031 of the Local Government Code – Changes in Plans and Specifications; provided, however, the original contract price may not be increased by more than 25% and the original contract price may not be decreased by 18% or more without the consent of the contractor.

36. Discuss, consider and take appropriate action on approving a 2019 Capital Improvement Program Budget Transfer to move $946.39 from Jail Boiler (P526) to Granger CTTC Shower Remodel (P514).

37. Discuss, consider and take appropriate action on a Consent to Assignment Agreement wherein Right Pointe, LLC is assigning and transferring to Crafco, Inc. all of its interest, rights and obligations in and to the contract for Rubber-Asphalt Crack Sealer (IFB #T1500), which was awarded on October 6, 2020.

38. Discuss, consider and take appropriate action on authorizing the Purchasing Agent to advertise and receive sealed qualifications for Engineering Services - CR 201 from CR 200 to Umbrella Sky for Williamson County under RFQ #T2444. Funding source: P499

39. Discuss, consider and take appropriate action on authorizing the Purchasing Agent to advertise and receive sealed qualifications for Engineering Services - CR 201 from CR 200 to Umbrella Sky for Williamson County under RFQ #T2448. Funding source: P546

42. Discuss, consider and take appropriate action on Supplemental Work Authorization No 2 to Work Authorization No 5 under Williamson County Contract between Rifeline, LLC and Williamson County dated March 26, 2019 for Subdivision Regulations. Discuss, consider and take appropriate action on Supplemental Work Authorization No 4 to Work Authorization No 1 under Williamson County Contact between Freese and Nichols, Inc. and Williamson County dated April 7, 2016 for Engineering Design Services for the repair of San Gabriel Ranch Road. 48. Discuss, consider and take appropriate action on Work Authorization No 3 in the amount of $150,000.00 to expire on December 31, 2023 under Williamson County Contract for Surveying Services between Diamond Surveying and Williamson County dated May 19, 2020 for LTP Controlled Access Facility ROW. Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Charter Communications Operating, LLC/Spectrum to provide the installation of Fiber Internet to the Commissioner Pct. 4 Office located at 3001 Joe DiMaggio Blvd, Unit Suite 1300, Round Rock, TX 78665 in the amount of $299.99 a month, with a $199.00 Fiber installation fee, exempting the item from competitive bidding requirements as per Texas Local Govt. Code Discretionary Exemption 262.024(a)(7)(C) and authorizing execution of the agreement.

Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Presidio Networked Solutions Group, LLC to provide the solution for Barracuda Cloud to Cloud backup service per TIPS Contract #180501 for a term of five (5) years in the amount of $115,689.00 and authorizing execution of the purchase.
