NOTICE TO THE PUBLIC WILLIAMSON COUNTY COMMISSIONER’S COURT FEBRUARY 6TH, 2018 9:30 A.M.

The Commissioner’s Court of Williamson County, Texas will meet in regular session in the Commissioner's Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:

1. Review and approval of minutes.

2. Consider noting in minutes any off right-of-way work on any County road done by Road & Bridge Division.

3. Hear County Auditor concerning invoices, bills, Quick Check Report, wire transfers and electronic payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.

4. Citizen comments. Except when public hearings are scheduled for later in the meeting, this will be the only opportunity for citizen input. The Court invites comments on any matter affecting the county, whether on the Agenda or not. Speakers should limit their comments to three minutes. Note that the members of the Court may not comment at the meeting about matters that are not on the agenda.

CONSENT AGENDA The Consent Agenda includes non-controversial and routine items that the Court may act on with one single vote. The Judge or a Commissioner may pull any item from the consent agenda in order that the court discuss and act upon it individually as part of the Regular Agenda. ( Items 5 – 17 )

5. Discuss, consider, and take appropriate action on a Line Item Transfer for Emergency Communications

6. Discuss, consider and take appropriate action on approving compensation changes, position titles changes, position grade changes and any corresponding line item transfers.

7. Discuss, consider and take appropriate action on authorizing the disposal of various county assets through auction including (17) Desktops, (22) Laptops, (8) Laptop adapters, (see attached lists) pursuant to Tx. Local Gov't Code 263.152.

8. Discuss and consider approving the 2017 Racial Profiling Report for Pct. 3 Constable Office.

9. Discuss, consider and take appropriate action on reappointment of David Singleton to the Central Texas Regional Mobility Authority (CTRMA) board of directors for a two-year term ending on December 31, 2019.

10. Discuss, consider and take appropriate action on authorizing the appointment of Williamson County Sheriff's Office Animal Control Supervisor, Tabitha Blewett to be designated as the Local Rabies Control Authority (LRCA) for the purposes of the Rabies Control Act of 1981.

11. Discuss, consider and take appropriate action on Work Authorization No 1 in the amount of $28,500.00 to expire April 30, 2019 under Williamson County Contract for Engineering Services between Kleinfelder, Inc. and Williamson County dated January 9, 2018 for Construction Materials Testing and Inspection for the Williamson County Regional Animal Shelter Project (aka Project No 16042) for Williamson County.

12. Discuss, consider and take appropriate action on Supplemental Work Authorization No. 3 under Williamson County Contract between Surveying and Mapping LLC and Williamson County dated February 9, 2015 for right of way survey and parcel maps for San Gabriel Ranch Road. This supplemental is to extend the expiration date to September 30, 2018. The current Work Authorization dollar amount will remain the same.

13. Discuss, consider and take appropriate action on Supplemental Work Authorization No. 3 under Williamson County Contract between Raba Kistner Consultants, Inc. and Williamson County dated February 18, 2015 for On Call Geotechnical and Lab Testing Services. This supplemental is to increase the maximum amount payable from $40,000 to $65,000.

14. Discuss, consider and take appropriate action on accepting and approving a report on the Georgetown Annex Project; Change Order # 2 in the amount of $21,138.00 to approve additional steel reinforcing at piers, additional bond cost and waterline changes, which was executed by Dale Butler, Williamson County Facilities Project Manager, pursuant to the previous grant of authority under Section 262.031 of the Local Government Code. This change order is being funded by the reinforcing steel allowance, miscellaneous utility allowance and the Construction Managers Contingency.

15. Discuss, consider and take appropriate action on accepting and approving a report on the Georgetown Annex Project; Change Order # 4 in the amount of -($4,282.64) to accept credit for lime stabilization and approve revised floor boxes and door frame finish, which was executed by Dale Butler, Williamson County Facilities Project Manager, pursuant to the previous grant of authority under Section 262.031 of the Local Government Code. This change order is being credited to the Owners Contingency.

16. Discuss, consider and take appropriate action on accepting and approving a report on the Williamson County North Campus Project; Change Order #26 in the amount of ($106.00) for the acceptance of credit for assorted door modifications, which was executed by Dwayne Gossett, Williamson County Facilities Project Manager, pursuant to the previous grant of authority under Section 262.031 of the Local Government Code. This change order is being credited to the Owner’s Contingency.

17. Discuss, consider and take appropriate action on accepting and approving a report on the Williamson County North Campus Project; Change Order #29 in the amount of $3,647.00 for additional masonry and exterior louvers per Architects RFI # 167, which was executed by Dwayne Gossett, Williamson County Facilities Project Manager, pursuant to the previous grant of authority under Section 262.031 of the Local Government Code. This change order is being funded out of the Construction Managers Contingency.

Discuss, consider and take any appropriate action to set a public hearing on February 27, 2018 at 10:00 AM in the Williamson County Commissioners Courtroom pursuant to Texas Local Government Code Chapter 392 regarding a resolution to declare a need for a regional housing authority that would include Williamson County due to a shortage of safe or sanitary housing in the county available to low-income persons at rents that they can afford and admitting Williamson County, Texas as a member of the Texas Housing Foundation, a Texas Regional Housing Authority.

24. 10:00 Conduct public hearing relating to a request from County Attorney Dee Hobbs to increase the budgeted salary amount for the position of CA Civil Attorney, position # 0046, in the County Attorney’s Office and discuss (1) the reason for the payment in excess of the budgeted amount is being offer to the employee, including the public purpose that will be served by making the excess payment; and (2) the exact amount of the excess payment, the sources of the payment, and the terms for distribution of the payment that effect and maintain the public purpose to be served by making the excess payment.

25. Discuss, consider and take appropriate action on a request by County Attorney Dee Hobbs to increase the budgeted salary amount for the position of CA Civil Attorney, position #0046 in the County Attorney’s Office from the budgeted annual salary amount of $96,751.20 to the increased salary amount of $100,621.38 for the remainder of the current fiscal year.
